Expert advisor

I’m looking for someone to build an expert advisor for me, this will deal with managing any trades once open and also has a specific entry criteria (manual not automatic)
So the ea should work by first letting me set a specific -% risk per trade, and will work like the following
When I put the ea on a chart it will place an order with a buy or sell stop but only after price has reached a certain level the idea being price will move through a certain price point before the stop order is activated and price will trigger the entry as it comes back through the price, the same way a limit order works but triggering the trade as it retraces back through the price zone
The ea will then manage the trade by allowing to set multiple take profits be also the option to move sl to break even after tp1 is hit(this will be optional)
I would like the ea to work from a trade panel, and also by being able to drag the sl, entry and take profits around on the charts
