i want a pneumatic leakage solution

Hi sir my name is Prakash solanki from jaipur.by looking at your website I can say say you are expert in pneumatic systems.i request to please suggest me a solution of my problem.
Problem

I have a 4inch inner diameter nipple (image is attached) which I want use as air cylinder.i want to fill it with air at 200 psi.
I have plastic rotor installed on a shaft of 10mm which will be placed in the center.two flanges will cover the cylinder from sideways.shaft will pass through flanges and cylinder. cylinder and flange shall connect with threads present on cylinder.my problem is how to connect flanges with shaft so that there is no leakage.i dont want to use welding process because there are plastic parts in the cylinder which will get burned with high temprature.i can do any modification in flange as per your suggestion.
