We need a building engineer in Victoria, BC

We have a broken hot water pipe that is encased in the cement under our floor. We live on the first floor in a condo building, and need professionals to help us determine how and what to get fixed.
We have been without heat for almost 2 months. We have amateurs on Strata Council, and are looking for professional help. We would appreciate if you could direct us to someone that could possibly help.
