energize rod

I want to create an energized stainless steel or aluminum rod about 1/8 of an inch thick and about a foot long with a piece of 1.5 " pvc pipe as a handle . Need to work with one or up to three 9V batteries . Need to be energized from one end only the other end is going in the ground to use eledctricity to tickle fishing worms out of the mud. Batteries and any other components are going to be stored inside the 1.5" pvc pipe handle. I needed the proper configuration, tried by myself in the past and failed I was unable to feel any shock.
