Shortly, I think in 2 concentric rings that allow the movement of an axis in the center of the inner ring.
The axis movements are: 1) rotation from 0 degrees to 360 degrees and 2) tilting from 0 degrees to 180 degrees (or at least 100 degrees). The axis has a mandrel to fix a metal bar of 3 to 5 mm.
The gears can be controlled by hand or preferable by step motors.
I think this would be super easy for you.
