Twisted piers

We have an issue with our marina: our finger piers have become twisted likely from decades of wave action acting differentially along the length of the piers. I am looking for someone to review the structure of the piers (I can remove decking to reveal the substructure) and collaboratively come up with solutions and comment on their validity/durability (eg additional weight of bouyancy on the edges of the twisted piers.
