Soul Erosion

Neighbor does not have retaining wall and my property is getting water run-off and soil erosion. They planted trees along property line and changed typography of land. I have had town officials look at the problem and they have not helped me. I have sent certified letters as well to management company and they do not respond. I need a civil engineer to give expert analysis to this issue.
