Peckham Metal Commercial Building

I have a metal commercial building that I need to vent according to 403.3.1.1. I do not need to heat it. It is just one room, just under 2500 square foot. I am hoping to get away with just two "squirrel cage" type fans mounted to the wall, one pushing air in and the other pushing air out. Could it be that simple? This is for a small workshop on my property the county decided was commercial.
