Parking Capacity System Design

I'm looking for a professional to design a comprehensive system to manage the parking capacity of a small parking lot, ideally with skills in sensors and parking systems.
Key Features:
I am looking for a professional who can develop a logic card to detect the entry and exit count of vehicles, it may even be detecting the lifting pulse of the barrier, once it reaches 0 this should prevent the entry barrier from cutting the button of the magnetic loop so that it does not allow more accesses to be issued and therefore the pen does not lift.
Ideal Experience:
- Prior experience with designing parking systems
- Loop sensors
- Ability to create user-friendly interfaces for real-time monitoring and parking guidance
