Need mechanical engineering to produce a general formula that calculates the diameter and spec's of head gear of a special design of an over head cam shaft for any given internal combustion engines.

I am working to design special engine cam shaft. This design focuses on the lobe section of the cam shaft. In conventional design the cam shafts are composed of one lobe on a circular base where, in the new design there are two lobes on each circular base. These lobes are opposite to each other, in longitude of the center line.
If such design of cam shaft was to operate in an engine it would cut the timing of opening/closing of each valve in half as the stroke of the cam lobe and the rocker arms happens on every 180 degrees instead of a complete rotation of cam shaft.
Knowing the speed of the cam shaft is half the speed of the crank shaft, the task is, if using the proposed new design of the cam shaft in any given engine in order to keep the original timing of that engine untacked, then how to calculate the diameter of the head gear of the cam shaft?
