Engineering Consultation for custom hardware

Looking for someone to help me design a rotating mechanism . This mechanism is for a pipe frame ( galvanized steel ), which is gonna have a another frame inside (a square within a square) in which the one inside should be able to spin.

This mechanism should be adaptable to either the x or y axis and is not mechanical (meaning, to be activated by push only/not automated).
