Electrical plan for arizona

I am looking to create a set of electrical and plumbing plans for a 28 space RV Park located in Arizona.

Plans must be sufficient enough to obtain both plumbing and electrical permits.

Currently the park is on 2 septic systems and city water. Electrical lines are above ground and new conduit lines will be run under ground.
