Cross River Hydraulic Analysis Review

I need a review and additional hydraulic analysis of a cross river section completed by an engineer. The analysis should focus on flow rates and velocity. I have previous hydraulic reports that can be used for this analysis. However, I do not have the HEC-RAS file.

I am looking for an engineer, preferably licensed in Wisconsin, who has experience in hydraulic analysis and can help me understand the implications of the findings.
