Commercial HVAC System Design

I'm in need of a seasoned HVAC engineer to design a comprehensive Heating, Ventilation, and Air Conditioning (HVAC) system for a 5-story commercial building, covering more than 20,000 sqft. The Building is in Venango County, PA.

Inclusion Requirements
- The HVAC system must adeptly manage both heating and cooling needs.
-The system must be implementable in phases spanning several years.
-The system must be affordable in a small economic market in Western, PA. A $250,000 solution will not be feasible.
-Natural gas, 2 & 3 phase electric are all available.
- Comprehensive knowledge in HVAC system design and commercial properties is essential.
