Automated spike Weed remover

I need someone to help me build a tool that uses spikes and hydraulic power for hydraulic power to spin to grab all the weeds and then use a spring to rip them up and continue spinning for the functionality is to remove weeds and it also needs to have a side piece. It’s also used as a sprayer for weeds. I’m looking for about $1000 in price for this project.
