3d character rig

I am looking for someone to help me out with creating a 3d character rig for my project. I prefer using Blender, as the software I want to use for this task. I already have my character design made and just need someone to bring it to life by creating the rig for me. The rig must include also rig of eyes(must rotate and close) and rig of tongue.
