rule-based motion planning

I have various ships' GPS position data in a certain timeline and 5 different ship encounter scenarios in the attached excel file. We will pick one of the ships as own ship in each scenario and prevent collisions by using the Rules of the Road (they are the rules to organize maritime traffic), domains, and if-then rules attached in the word file. Our aim is to prevent other ships must not enter the orange-colored circular zone. MATLAB will be used as the coding language. Webmap or basemap functions of MATLAB can be used as a simulation platform. Needed formulas, protocols, etc stated in the attached word file.
