I need a MATLAB expert

I need a code that can parse text files that has data the code needs to work for any size when it parses the file it needs to automatically make changes to the file and then get it automatically imported to matlab, next the code needs to be able to plot data inside there and then code needs to look up an excel spreadsheet and find threshold values and units of the data and be able to include it in the plot next I need the code to give me an alert if the plotted data exceeds the thresholds defined in the excel.
I think its better that I meet and talk to them one interested in doing this project so I can explain exactly what I'm looking for.
