data preprocessing and design Machine learning in Matlab

I have a data set (attached 2 excel files A and B). first, i want to make data preprocessing for both files and the normalization must be between (-1,1) and without any noise.
next step after data, preprocessing I want to design ( File A ) in Matlab with C4.5 and Fuzzy c-Mean, and ( file B) in Matlab with adaptive neuro fuzzy.
all the steps need explanation.
