Solar tracking system Design and control using MATLAB

I'm looking for expertise in MATLAB for a solar tracking system design and control project with high accuracy. I need someone who can produce just a MATLAB model without requiring any physical prototype. In addition, I have some specific requirements which must be fulfilled in the design.
