Rewrite Matlab code based on a published paper

The requirement is concerning rewriting a Matlab code based on the attached document “Section 2.4”. The published paper optimised the weights of the classifier “Extreme Learning Machine (ELM)” based on a Genetic Algorithm (GA).
I attached additional files to help programmers do the job faster, such as a code of ELM, GA, activation functions, objective function and split dataset.
