Relay protection algorithm optimization

I will provide scientific paper with protection coordination algorithm, where is described mathematical problem formulation and constraints. It is a simple over current relay coordination with time constraints with goal to findo optimal relay settings.
As first step I would like to test this algorithm on IEEE 9 bus system (or 6 bus, or 13 bus)
1. SCOPE:
I expect from your side to:
- apply Particle Swarn Optiomization (PSO) in Matlab (or other software) for that IEEE bus system
- deliverables from your side is to deliver small report with:
o Optimization source code
o Single line diagram from software
o Optimization results
If you make this job successful, I would like to proceed to second step, where I would make small modifications in above algorithm. Then again PSO should be applied from your side to this revised algorithm. The second step will be additional payment.
2. Required skills:
- Power system engineering
- Distribution power system optimization
- Relay protection coordination
- Mathematical modelling
- Model optimization with optimization technique (like PSO, ANN, GA or similar)

3. Required experience:
- Mathematical modelling and optimization of power system using PSO optimization technique (or other)
