Record & Count Sounds

Budget: $10 – $30 AUD

Looking for someone with experience working with sound recognition within audio files and is familiar with software such as Scilab (https://www.scilab.org/) or similar.

In essence I want to record and programatically count the number of times a cockerel/rooster crows.

Fully appreciate that 100% accuracy will not be possible.

Either:-
a) Analyse an existing audio file to count the crowing and produce a csv list of timestamps or
b) Record sound contiuously and log timestamps live or
c) "Crow activated" recording where it recognises the start of a crow and records & counts. (Crows last around 3 - 4 seconds so the first second or so would be missing from the recording admittedley).

If this could be achieved then ultimately I would like to be able to trigger an action within Windows each time a crow is detected.
