Need an expert in Transfer Learning

I am looking for an expert in Transfer Learning to help me solve a specific problem in Image Classification. With a dataset size of over 10,000, I need someone with experience in handling large datasets.
The project is related to brain tumor detection
The scope includes designing segmentation models that are computationally efficient, allowing for real-time or near-real-time processing of medical images.( we can design an automatic segmentation model that will segment the tumor image that should be adjustive for any real time images means it should automatically adjust the parameters to segment the image then evaluating the model based on parameters like accuracy,dice similarity coefficient,similarity index,intersection over union etc )
we want the results with using this model and without using this model
The project needs Designing a novel feature extraction model that will be used to extract the features from the texture of the tumor images then applying transfer learning model for classification so that we will be able to find the features that are giving the best accuracy.

The project must include designing automatic preprocessing model that can be constructed as one layer in the transfer learning model(that shuld be considered as new proposed model) applicable for any mri images.
