Modify MatLab code -- 2

I need an existing matlab file modified. Its a random number generator. I need it to give me numbers out in ascending order. Limited conditions need to stay true, if i dont need 8,9 to show up together, they also cant show up as 9,8 or any other combinations where the 8,9 show up together. see attached image.
