Mlb algorithm -- 2

I'm looking to hire someone to create an MLB algorithm with the goal of predicting team outcomes. For this project, I'm looking for an algorithm that uses a combination of machine learning, data mining, and AI-driven techniques to pull from both public databases and private datasets, coupled with the results of research papers, to analyze the performance of individual players and generate predictions for team outcomes.
