Matlab digital modulators development -- 2

I require the development of digital modulators through the use of Matlab. Specifically, I need an opto electrical modulator which can be configured to match any of the following: DQPSK, OQPSK, or MSK. I need assistance with the design in order to ensure that my prototype meets the necessary requirements. Upon completion of the project, I expect a functioning prototype modulator for testing. The modulator must be fully operational before I accept it as successful completion of the specified project.
