Make the matlab code faster

Please find the attached matlab code which is fully running as expected.
The requirement is to improve the efficiency of the code by eliminating the nested for loops, or any other matlab functions and without changing the input parameters.
The current version of the code runs for 5mins, the goal is to run this in less than 30secs. One possible way to do this using matrix multiplication instead of for loops (line 149-187).
Seasoned Matlab coder should be able to do this in less than a hour. So bid accordingly and I prefer not to negotiate.
