Internet of Things in Matlab

I am looking for a freelancer with extensive experience in Matlab for an Internet of Things (IoT) project focusing on offloading tasks from Unmanned Aerial Vehicles (UAVs) to Smart Vehicles. I have a specific IEEE research paper that the freelancer needs to implement and replicate the results. The ideal freelancer should be highly-skilled and experienced in building and developing IoT applications with Matlab and the ability to identify and resolve issues as they arise.
