Handover in vehicle to vehicle communication by using machine learning

I wanna get a simulation in 5g centralized environment. I need 7 macrocells and within macrocells there are micro cells. The vehicle will move in this environment and will do handover. While doing handover I want to compare results with using machine learning and without using machine learning. I want to prove that if machine learning will be used than Handover process will be done successfully so vehicle can stay in the network. Handover means changing bus station/mobile station in mobile environment. I think matlab can be used but I am open to other offers as well.
