Development of Neural Network model for data prediction on both Scilab and Matlab

I'm currently trying to develop a shallow neural network for data prediction. The model consists on the prediction of the melting temperature of a component based on the chemical composition (multiple inputs for one output) and I have already been successful implementing it in other software (Matlab), but due to licensing problems, I am required to develop an alternative routine on Scilab and compare results. I may also need help with the optimisation of the network parameters of the network that I already have developed.
