Depth prediction for Autonomous Navigation for Tidal data using Traditional Harmonic Analysis vs Neural network

I'm looking for an experienced programmer to develop a depth prediction system for autonomous navigation in tidal data with either Traditional Harmonic Analysis or Neural Network methods. I'm looking for someone who can provide high precision, the desired accuracy level being within 1cm. The water level prediction for the fourth point needs to be found out from the given three points data that forms a rectangle. This fourth point prediction need to be found out by Harmonic Analysis and also by Artificial Neural Network and both results needs to be compared for US waters tidal data. The method of choice should be a Neural Network and the tidal data needs to be sourced in order to complete this project.
