Data preprocessing and design ML in matlab

I have data set and i want to make preprocessing for it. (this is data set should be normalized between [-1,1] and without any noise ), next step to upload the data in Matlab and design 3 type of machine-learning , train and test the machine learning.
All this need explanation.
