Build a matlab model for Emission spectra data analysis ( CO2 rotational and vibrational temperature)

I have an optical emission spectrum of a CO2 moelcule, I am looking to use this spectrum to calculate the rotational temperature of the gas. This temperature is found via a number of equations which require modelling and someone with physics background to solve.
I attach in this project the a research article in which the Boltzman plot technique is used to calculate the rotational temperature of CO molecule from a spectrum, Would you be able ot use their same technique in building this model of equation and calcualte the Tr for a different input spectrum of CO2 molecule?
The maths is not very complicated it will only need someone with modelling experience and physics backgorund to complete this task.
I attach the research articles needed to understand their technique as well as the raw data that needs to be fitted and processed to produce these temperatures
