transform scalar to vector with uniform dimension

In my data i have many user and each user have different number of photos. In equations 5 and 6 i extracted photos features as scalar and i used that in equations 7 and 8 as vector. I ask for maths explanation to transform scalar to vector, also its possible to change in equations to solve a problem.
