Solve a distance speed problem

My son has an OUI that I want to mathematically contest. I need someone to solve this. Police officer estimated that he was going 100 MPH on a highway while passing the office who was coming on the highway on an on ramp. I presume his speed was 15 MPH. My son was not detected by radar, and this was his guess. The police office in his statement said he follow my son at this high rate of speed at ¼ mile behind and narrowed the gap to 1/8 mile. Before putting his light on and my son exiting the next exit which was 3.6 miles away.
At what speed would the police office have to be doing to narrow the distance from ¼ mile to 1/8th mile The reason for this analysis is that the Police officers report also said it was heavy traffic. My preposition is that if he did not put his lights on until he was an eighth of a mile behind the office was traveling much faster than my son in the same heavy traffic without lights on.
