I am seeking to obtain an affidavit from someone with math expertise to confirm and attest the following math issue related to small numbers:
(A) There is a discriminatory mathematical inequity inherent in requiring FIXED 85-15 relative percentages applicable to a cohort of a total population of absolute numbers, particularly when the cohort of absolute numbers applicable to the FIXED 85% relative percentage cannot exceed 85% of the population.
(B) The result is a more significant and substantial effect on small cohorts of absolute numbers versus larger cohorts of absolute numbers, and this prejudicial mathematical inequity effect on small numbers is mitigated as the total population of absolute numbers increases.
(D) To eliminate this inequity, the 85% relative percentage requirement applicable to one cohort of a total population of absolute numbers should not apply to total populations of less than 26.
