Calculate the wind forces value and directions for the inclined round cylinder -- 2

It is necessary to determine the direction and value of the forces that are applied by the wind to the inclined round cylinder.
The value of the forces should be calculated as basic approximation, using analytical way, preferably by simple well-known formulas.
The calculations should be done in some free software like SMath or MS Excel
