marketing research and contacting

I am looking for a freelancer to conduct marketing research and contact potential clients. I own a self defense and active shooter response training company. As there has been a rise in active violence events over the years I am trying to get program information out to the school systems. I need an excel spreadsheet with email addresses for every major school and school system in the Maryland, Delaware, Virginia area. If there are market ideas to get the information out to the potential clients in a more streamlined manner I would love to hear your ideas in your proposals.
