I am planning to import household facial beauty devices into Vietnam.
These devices work with DC5V, using an AC adapter. No network features such as WiFi or Bluetooth.

I am seeking someone to ask the relevant authorities and certification bodies for answers to the following 3 questions about these devices.
Q1: Are these products subject to Safety regulation (QCVN 4:2009/BKHCN) and EMC regulation (QCVN 9:2012/BKHCN) or not?
Q2: Are there any safety or EMC standards in QVCN that these products are subject to?
Q3: Even if a product is not subject to QCVN, is it necessary to display the number of any applicable international standard on the product label, etc.? In that case, is it enough to display the number of the applicable international standard?

I need answers to these questions by December 15.
