LATAM - Developer Recruitment Market Assessment

Hi There,
I represent a software development company that is expanding its operations and is conducting research into developer rates in LATAM.
I am looking to contract a recruitment expert to provide a report on the availability and rates for a range of developer roles (Front-End, Back-End, Full Stack, QA).
Scope of work:
1. Provide a report on the availability of human talent for 7 developer role types based on the position descriptions provided
2. Provide indicative monthly rates for each of the 7 developers roles and three experience levels per role - total of 21 indicative monthly rates
3. Provide market preference for preferred employment models (i.e. contractor vs. direct employee)
4. Provide indicative recruitment fee rate card and recruitment lead time for the 7 developer role types.
In your response please provide the geographic areas of where your expertise lies. Preference provided to those with direct software developer recruitment experience in Mexico, Chile & Columbia.
