High level consultant/writer to research and write business plan

Looking for high calibre consultant/writer to research and write business plan for new engineering research consultancy. The research consultancy will bid/pitch for jobs from government research bodies, commercial research companies and also apply for grants from government authorities.

The business plan should:
-include in depth specific market research and analysis into potential niches/ segments/markets and competitors taking into account local conditions/ market/economy (NOT generic research which are useless).
-include areas like business model, key competitors/competitive strategy, marketing positioning, feasibility/ viability of the niche
-include recommendations covering potential niches/ segments/markets the startup should target, setup structure of the startup, collaboration/JV with other complementary businesses, educational institutions or government authorities to jointly bid for work.
-be well researched, well written, concise, coherent and cohesive

Requirements:
-degree in any engineering discipline plus preferably an MBA
-work experience in engineering consultancy.
-possess excellent analytical, research and management writing skills
-consistently produce and deliver high quality work
-native English writer
