Google Ads Placement Research

I need a diligent researcher who can composite a list of Placements we can use for Google Ads. We are targeting small businesses looking for design & marketing services. Google's Audience and Topic criteria are problematic and 99% of our searches are going to unrelated sites and the exclusion process is too cumbersome. We only want US resources and preferably East of the Mississippi.
