Marine Engineer to Calculate Mooring Loads of Floating Structures

We sell, install and operate floating, inflatable aqua parks in the UK and Ireland. For example floating trampolines, slides, climbing towers etc. The parks are often setup in different configurations, shapes and sizes and can be changed many times during a season. No two parks are ever the same.

We are looking for a marine engineer to help us create an equation, that we can use to calculate the amount of concrete weight required for the anchors. The equation would have to take into account, the surface area size of the aqua park in square meters, the wind pressure on it, the wind speed it could be operated under, etc.
In essence we are looking for a similar calculation that a boat might use to calculate the size of its mooring anchor.
Ultimately, the equation created, would allow us to insert data like, wind speed, salt water or fresh water, square meterage of aqua park, etc. And the equation, would give us an amount of concrete weight we need to use for the anchors.
We have vast experience in installing such concrete anchors into many bodies of water. We are looking to use an engineer to improve what we do, ensure the anchors we use are the correct size and the ability to be flexible and hence easily and safely calculate required anchors for the floating aqua parks we regularly install.
Advice on the anchor lines would also be required.
