Shared Templates from within Outlook

Hey All
We deal with visas for different countries. When customers call we have to send them the requirements for a specific country.
I send a different template, my colleague sends a different version and my third colleague sends a totally different template regarding the same destination.
I want a single/ centralised template hub so that we all send the same type of email to client. This is then added to a leads section whereby we can call or chase the customer to see if the wish to place an order.
Any ideas of any systems already out there?
Mailchimp and SendPulse dont work for us as we need to send it fast and there are over 300 tempaltes for all the different countries.
At the moment we use signatures from within outlook but again its user specific rather than a centralised system.
