can not access magento 1.X admin page

Not 100% sure this is an old magento site that has been moved to a few different servers, havent been in the backend for about 8 years now, im trying to access the backend and running into issues, i tried creating a new user through sql right to the database and that works however still cant access it and just keep getting kicked back with...
