Upgrades on Magento 2

My hosting provider in New Zealand is unable to activate installation app to manually update Magento 2 from 2.2.11 to the latest magento.
Tried upgrading your mysql version to v5.7 and your php can be changed at any time from within cPanel, they update it to on v7.3. However, when they try to upgrade them in Installatron, Installatron still complains that the php version should be v7.1. If they set the version to v7.1, Installatron says it should be v7.3 and it continues like that. It seems Installatron is probably failing to upgrade because your version is so old, being an older version, there are a lot of changes between your version and the latest Magento. Need have to upgrade manually.

cPanel access got suspended multiple times. The issue has something to do with the 'new account' page of my site. Seems like someone has probably written a script to auto fill the details out on our page that is why it's getting multiple account creations per second and it also sends spam emails.
Page shows 403 error on site and we are unable to enter the admin backend of site.
