Rebuild a pharma e-Commerce from scratch

Hello,
we need to rebuild from scratch an e-Commerce site with several problems (security, forms, GDPR, catalogue etc.). Right now we are on Open Mage.
We are considering staying on Open Mage or using another OPEN SOURCE CMS that can handle a pharmaceutical e-Commerce of 30-40 thousand products at a relatively low cost.
We are excluding migration to MAGENTO 2.
We would be happy to hear your design proposals.
