Need changes in magento site (checkout) flow
Budget: ₹1,500 – ₹12,500 INR

I have a magento 2 website, in which I want to make following changes :
->When a customer adds an item to cart and proceeds to checkout, generate a quotation (as payment gateway is disabled)
->Add a new step which will generate a quote and send an email (same like order but a custom one just mentioning quote amount)
i)to the customer
ii)to the admin
This is a super urgent requirement and only who can complete this should bid.
My budget is max Rs. 2500/-
