Magento web development & rapnet integration

I am searching for a developer to create a website for me, with an integration of Rapnet. I am not sure of which version of Magento to use, so I am looking for assistance with that. Specifically, I am wanting to integrate both the Diamond Search and Instant Inventory features within Rapnet, and I need this to be done in more than 4 weeks.
